He also started wars with neighboring cities. The second king of Rome Servius Tullius made a treaty with latin cities, and made Rome the head of Latium. Tarquinuis Superbus, the last king of Rome disliked religion. So he got rid of religion. He then bought books to help Rome out of troubled times.In 202 B.C., Rome had fought the Carthagian general Hannibal in Zama. They were the strongest state in the Mediterranean.
